A Document Pack That Arrives Before the Container
The buyer had three consignments held at the EU border in six months under their previous supplier. Nothing was wrong with the goods. The paperwork was being assembled in response to a query from the broker, which always comes after the container has landed and after demurrage has started running.

The constraint
What ruled out the obvious answer
The fix could not be a better document. It had to be a different moment. Anything that has to be issued against the packed consignment cannot be obtained once a vessel has sailed, so the change had to happen at order stage rather than at arrival.
What changed
The specification, not the relationship
The set is now built against the packed goods and sent to their nominated broker before arrival: the certificate of analysis they order with each consignment, a packing list written against the actual cartons rather than the order, and the binder declaration that decides how incense reads at the tariff line. Anything route-specific is raised when the order is confirmed, because that is the last point at which it can still be issued.

How it was counted. Counted at customs entry rather than at delivery. A hold is any entry stopped pending a document, whether or not it was later released the same week.
When the pack reaches the broker
At dispatch, not on request
How it was counted. The timestamp on the email to the broker, compared with the vessel arrival date. This is the only part of the sequence either of us controls.

How it was counted. Counted as distinct SKUs on their order form. Range width is their commercial decision. What we can attribute is only that documentation stopped being the reason not to add one.
What was hard
The part that did not go smoothly
The first consignment cleared cleanly and was pulled for inspection anyway, because we were an unfamiliar supplier to their broker. No document fixes that. We now send an introduction letter on letterhead whenever a broker relationship is new. It adds roughly a day to the first shipment and the pattern has not repeated from the second onward.
